They should not be over-regulated, and their essentially risk-averse nature should be understood. A consistent and well-articulated policy response is crucial to ensure that they are not disadvantaged by changes in the regulatory environment. Only with appropriate policies will cooperatives continue to be able to drive global recovery…. Cooperatives are demonstrating that they not only drive economic development but also economic and political democracy and social responsibility”.
